Mississippi statute § 45-13-9 restricts retail sales to the two seasonal windows above, but does not explicitly prohibit consumer use/possession outside those windows — only sale dates are restricted. Under § 45-13-13, municipal governing bodies and county boards of supervisors retain full authority to regulate or prohibit the possession, sale, and use of fireworks within their jurisdictions, and many do impose additional restrictions.
