New Jersey maintains a near-total ban on consumer fireworks. Since the 2017 law change (P.L. 2017, c. 92), only 'sparkling devices and novelties' are exempt. All other fireworks require a valid municipal permit, which is generally only issued for professional public displays by municipalities, religious/fraternal/civic organizations, fair associations, and amusement parks. Municipalities retain authority to further regulate or restrict even the permitted novelty items. There are no expanded holiday windows for consumers.
