Wisconsin requires a user's permit for any fireworks beyond sparklers and novelties. There are NO automatic legal windows — all use of fireworks that explode or leave the ground requires a permit from the mayor, village president, or town chair (Wis. Stat. §167.10(3)(a)). Each permit is valid only in the issuing jurisdiction and for the specific date and location. Cities, villages, towns, and counties may enact MORE restrictive ordinances (§167.10(5)). Without a permit, only sparklers (up to 36 inches), fountains, cones, smoke bombs, toy snakes, caps, and noisemakers are legal.
